We have implemented a brand new system in which the NPCs can create workshops in your city. This will give them the ability to create and sell weapons, armor, and other items. It will also allow them to get the items from your city or from other cities. It is highly recommended that you use the mod from the saved game, otherwise, the NPCs will have a chance to create this workshop.
